With flow will have your Wi-Fi and cellular remain disconnected when time not interacting with your cell phone. As soon as you interact with your cell phone, it'll turn on both Wi-Fi and data. When your cellphone is inactive, every 15 mins the floor with turn Wi-Fi and data on and sync and then turn off again.
