Keeps pinging to google DNS, when pinging fails the connection is reset and then tried again.
1) It restores the wifi hotspot if one was active
2) waits with disabling radios when you are A) in a call (mic recording)
B) using a vpn
It contains a failure catchblock so that weird errors during pinging are caught, which makes this service continuous.
