Enables GPS & network location when at least one of the apps in the array 'packages' is running, switches to network location when all the listed apps are killed
Add your selected package names to the array 'packages' at the start.
Updated for Android 9+: changes the location_providers_allowed secure setting which is apparently deprecated but the flow seems to be working as expected on LOS 17.1 (Android 10)
