If wifi is not connected, turns off wifi and enables mobile data.
Every 7 minutes turns wifi on, waits 30 seconds, and if wifi is connected, turns off mobile data. If wifi is not connected, turns wifi off and waits 7 minutes.
Plus, it enables and disables sync every 5 minutes.
