Reads notifications using TTS (Text-to-Speech).
When headphones are disconnected, only "Public Visibility" is spoken.
When headset is connected, notifications aren't discriminated.
The flow saves system resources, when notifications are muted. This is because TTS is set to use the Notification Stream.
