[FTB] Custom Quicksetting Tiles

FireOS is known for resetting user customizations on reboot, and the quick setting tiles are no exception. To get around the issue, this flow will record your new quicksetting tiles layout and restore them when the tablet is rebooted.

This flow requires external setup from the Fire Toolbox, and will NOT work on it's own.
