Adds a quicksettings tile which toggles between WiFi and HotSpot. This eliminates the "Do you want to turn off WiFi/HotSpot to enable HotSpot/WiFi?" popups and toggles both with one click.
If neither connection is active when toggle is used, a selection menu will ask you to select how you want to connect.
