Simply read your notification aloud using device's Text to speech engine.

Update:
➕ Now only use custom message (please consult instruction at the bottom)
➕ Allow using system default Text to speech, "feedback module" or custom TTS flow.
➕ Allow changing language when using system TTS (appropriate voice data might required) cancel will use default language.
➕ Allow use custom setting when using TTS flow

The flow will speak custom message defined by user.
Some specific phrase will be replaced with notification info

for example if Google show notification:

Custom message

Will read:
