Displays a notification informing you about your current data usage relative to the designated proportion of the periodical amount.

Features:
- notification is displayed exactly while the device is unlocked
- supports day-of-month and 28-days contracts and custom data limits
- designated data is the data used to the current date in case of steady usage with an emergency reserve sized 10% of the picked data limit
- notification distinguishes between...
* less than half of designated data used
* less than designated data used
* max 20% over designated data and at least 10% less than data limit used
* min 20% over designated data or less than 10% less than data limit used
* WiFi connected
- notification updates after one minute, when the connection changes (WiFi/mobile), or the notification is dismissed
