When using android application "ip webcam" some android kill the app because of lack of RAM. This app use android applications "Restart" and "Autostart" to make restart of the whole device when such RAM lack happened. Better use your public ip. ip webcam must be set to start at device boot (or app start) then Autostart app start Automater and if needed ip webcam.
