Based on community Auto USSD flow by RUNNINGLENNART29. Checks remaining SIM account balance after outgoing and incoming calls. Hard coded Canadian carrier "Seven Eleven Speakout" USSD check balance code as well as other minor modifications. Also added monthly check and outgoing SMS trigger as there's a monthly e911 fee and charge for outgoing SMS.

NOTE: The outgoing SMS check didn't work with the Signal app. It may not work with other SMS apps. I found that the SMS app that came with Android works with the SMS check flow.
