Location based WiFi toggler

This flow keeps a list of locations. When entering them it turns WiFi on, when leaving turns it off. If WiFi is connected, nothing happens.
NEW:
- Flight mode blocks location scans and WiFi state changes
- Interval between scans decreased to 7 min
- WiFi state changes are logged

To add new location, stop the flow and start it again - it will enter location management mode.
