if you turn on your phone's WiFi and it doesn't connect to any network in 1 minute than it will turn off for 12 minutes and again turn on for 1 minute and it keeps going until you connect to a network. It won't work if you turn off phone's WiFi manually. It only connects to networks based on your WiFi settings and modems you have already connected to before.
