Easily fetch live quantum random numbers between 0 and 1 from a service notification.

Uses ANU's QRNG API by default, with ETH Zurich's API and a local PRNG as backups (the source of randomness is shown).

ANU's QRNG API is realtime with no buffer (I should try emailing them again to double check), but ETH Zurich's has a 40 KB buffer (confirmed by email), so requests to it are large enough to always clear the buffer to prevent receiving 'stale' (~2+ second old) random numbers.
