Plays a sound when the phone is plugged in.

If running Android Pie or later, only chimes when in Do Not Disturb mode, since those versions of Android already have a Charging Chime feature, but not in DND mode.

Updates:
o Added default sound for Samsung devices, added Reset Preferences flow
