To keep your battery healthy, it is recommended to keep your phone from reaching 100% charge level. This flow lets you know when battery charge reaches any desired level. Mine's 85%, for example.
Just make a desktop shortcut and click it AFTER plugging the phone to the charger. The notification volume goes to 100% automatically and a sound of your choice plays when battery reaches your desired level, and again when it passes that level.

If you click the shortcut when the charger isn't plugged, it just stops after a second.

You will have to choose a sound from your phone.
