Turn on TP-Link Tapo Plug

Allows for communication with TP-Link Tapo plug. Tested with TP-15 plug.

You will need to find your Device ID: https://itnerd.space/2017/05/21/how-to-get-the-tp-link-hs100-cloud-end-point-url/

You will also need to create a tplink.secrets file somewhere where Automate can read. It will be of the format:
