Unlike others this flow will make sure it works!
most of the flows I found in the automate community will work only if Spotify does not start "cold", if you recently booted your phone, didn't use Spotify for a while, if it was hibernated or cleared off ram somehow it will take too long for it to start and it will miss the play command.
This will continue sending the play command until it detects that music really did start playing.
works even without turning on the screen.
